This is the second of 2018 season weekly softball umpire bulletins. We will cover issues pertinent to softball including, but not limited to, game issues, rule interpretations, etc. This issue will cover host school responsibilities and 2018 points of emphasis.
HOST SCHOOL RESPONSIBILITIES: The host school is responsible to provide a dressing area for officials as well as a site manager. The host is not required to have police officers or security personnel on site. It is the responsibility of the host school Game Manager to provide security for the umpires to and from the dressing area and to and from the parking area.
POINTS OF EMPHASIS:
- HUDDLES: Teams are not allowed to huddle outside their dugout during the game. This means a team cannot stop and meet outside its dugout when coming off the field or going onto the field. It is the responsibility of the head coach to ensure this does not occur. The first time the umpire sees a team huddling outside its dugout, the umpire shall issue the head coach a warning. If it happens a second time, the head coach shall be restricted to the dugout for the remainder of the game.
- EYE SHADOW: The use of eye shadow is to reduce the glare of the sun. It is not for personal expression. It is restricted to one single line below and parallel to the eye. If the umpire notices improper use the umpire shall direct the head coach to correct it and issue a team warning. If improper use is noticed thereafter, the head coach shall be restricted to the dugout for the remainder of the game.
- NON-APPROVED BAT LIST: The host school is required to have a copy of the USA Softball (ASA Softball) non-approved bat list in each dugout.
- CREW CHANGING AREA – Per GHSA Policy, host schools shall provide a secure dressing/meeting area for game officials. When umpire opt not to use the facility, they may wear their umpire uniform to the facility, but SHALL NOT dress/undress in the spectator parking area.
